My letter to the CFO of Fairfax County below requests him to confirm how much the county has been spending and will spend on WMATA/Metro as a subsidy. Fairfax has not shown the subsidy in its budget documents for several years. If I ever get a reply, I’ll pass it on.
The attached table from the Northern Virginia Transportation Commission with the jurisdiction shares is the most important to see. It has the Fairfax subsidy amounts for FY 2017 and 2018. Note the $93 million increase from 2017 to 2018 for Fairfax. The Chairman of Metro, Jack Evans, claims the jurisdictions will have to provide the funds Metro budgeted.
Each man, woman, and child in Fairfax County will have to pay $217 per year in 2018 to subsidize those few neighbors who take Metro. That is $868 per family of four. Why shouldn’t the users pay more, instead of me?
WMATA ‘s annual report for FY 2016 did not report the Fairfax County subsidy amounts, even though the FY 2015 annual report did. In the past I’ve had to rely on the WMATA annual report for the Fairfax subsidy amount. The WMATA FY 2016 annual report was not published until ten days after I complained to Metro General Manager Paul Weidefeld in a one-on-one conversation. I told him I complained to his media people and they did nothing.
One of the things that will further increase the deficit is the Federal funds to be withheld because Fairfax is a sanctuary county. The budgeted amount expected in the Fairfax FY 2016 Carryover Review Attachment V is $79 million in FY 2017 and the same in FY 2018. I suggest we assume about $50 million would be withheld each year.

BUDGET FOR WMATA/METRO
Dear Mr. Mondoro:
Has Fairfax County agreed to fund the $239.5 million for FY 2018 as shown in the attached NVTC proposed FY 2018 budget for Metro/WMATA, or is it automatic in the funding agreement? What amount does Fairfax expect to pay in FY 2017 as the County contribution—$146.4 million? How much did Fairfax pay in FY 2016 to WMATA/Metro for both operating and capital costs? Where are those amounts in the FY 2016 documents?
Please explain to me where I can find all of Fairfax County’s expenditures for WMATA operations and capital in the County Budget for both the General Fund and the Non-General Fund for FY 2016, 2017 and 2018. I downloaded and reviewed every page of the Fairfax FY 2016-17 budget documents, including the Excel sheets, and cannot find budget numbers that correspond to the attached NVTC budget for Fairfax County’s contributions. I also searched the words WMATA (no hits) and Metro (minimal financial information).
